黃河試點(diǎn)區(qū)域流域綜合管理實(shí)施框架建設(shè)
黃河試點(diǎn)區(qū)流域綜合管理實(shí)施框架建設(shè)為中國-歐盟流域管理項(xiàng)目第2A1部分的子項(xiàng)目，該項(xiàng)目的整體目標(biāo)是以黃河流域?yàn)樵圏c(diǎn)區(qū)，開展綜合流域管理實(shí)踐，以支持水資源的可持續(xù)利用。項(xiàng)目組以歐洲流域綜合管理經(jīng)驗(yàn)為基礎(chǔ)，在與中國政府對流域的總體定位相一致的基礎(chǔ)上，將國內(nèi)外相關(guān)理念有機(jī)融合，找出當(dāng)前流域管理模式下開展流域綜合管理時(shí)存在的主要問題，并分析主要問題產(chǎn)生的原因，以及針對這些問題構(gòu)建符合生態(tài)要求的、可持續(xù)的、合理的水資源管理模式，為進(jìn)一步深入開展黃河流域綜合管理和國內(nèi)其他流域綜合管理提供借鑒和參考。
We were engage d under the EU - China River Basin Management Program to design and implement a pilot project supporting Integrated River Basin Management (IRBM) within the Yellow River Basin in order to promote sustainable utilization of the existing water resources. We combined international and national experience in the design of the pilot project. The project provided a model and references to further develop IRBM in the Yellow River Basin and other river basins around China by setting up ecological and sustainable water resource management models specific to the existing challenges.
