西藏自治區(qū)“十一五” 、“十二五”水利發(fā)展規(guī)劃
在分析西藏水利發(fā)展起步晚、底子薄的現(xiàn)狀和水利基礎(chǔ)設(shè)施數(shù)量少、標(biāo)準(zhǔn)低，管理機(jī)構(gòu)不健全，專業(yè)技術(shù)人才與管理人才匱乏，隊(duì)伍建設(shè)相對滯后等問題的基礎(chǔ)上。根據(jù)西藏經(jīng)濟(jì)社會(huì)跨躍式發(fā)展對水利發(fā)展提出的要求以及水利建設(shè)任務(wù)的緊迫程度，抓住對西藏經(jīng)濟(jì)社會(huì)發(fā)展起關(guān)鍵支撐作用的大型骨干工程、與人民群眾切身利益相關(guān)的飲水安全、糧食安全、用電保障以及促進(jìn)西藏水利可持續(xù)發(fā)展的能力建設(shè)等重點(diǎn)問題，兼顧防洪安全、站網(wǎng)建設(shè)、牧區(qū)水利以及水土保持生態(tài)建設(shè)等，提出了解決措施，制定了分步驟的實(shí)施規(guī)劃。
This planning is based on problems analysis of water conservancy development in Tibet, such as late start, weak foundation, few quantity and low standard of water conservancy infrastructure, insufficient administration, lack of professional and management personnel, relatively backward team construction, etc. According to the request proposed by the rapid economic and social development of Tibet water conservancy and the urgency of water conservancy construction task, this essay seizes the vital interests of key projects which play key roles in Tibet's economic and social development, such as drinking water safety, food safety, power ensure and capacities building, which would promote the sustainable development of Tibet water conservancy construction. Taking into account of flood control, network construction, water resources and ecological construction of soil and water conservation etc, this article proposes solution and make step by step implementation plan.
